Mr. Zang’s experience in producing Environmental Impact Statements (EIS), Environmental Assessments (EA) and other NEPA documentation has covered twelve states. As a primary author or contributor to such documentation, he has dealt with a range of issues, including land use/socioeconomics, Environmental Justice, natural environment issues, water resources, Section 4(f) and Section 106 issues, air quality, noise, and public involvement. He also has over 12 years experience in air modeling. He has managed or performed microscale and mesoscale air quality modeling on over 20 projects and has used EPA mobile-source emission rate models (MOBILE) and air dispersion models (CAL3QHC and CAL3QHCR). And Mr. Zang is familiar with the use of the Federal Highway Administration’s Traffic Noise Model (TNM) and its earlier STAMINA/OPTIMA models, as well as the Federal Transit Administration’s Transit Noise and Vibration Impact Assessment guidelines. He has also utilized noise-monitoring equipment to measure existing noise levels on a number of projects.
