Hawaii Island Commercial Harbors Master Plan

Kawaihae Harbor and Hilo Harbor

The Commercial Harbors 2035 Master Plan serves as a guide to developing critical commercial harbor infrastructure (piers, cargo yards, passenger terminals, etc.) at Kawaihae and Hilo Harbors. The work in Hilo entails an update of the existing Master Plan and at Kawaihae, integrating multiple uses such as military, small boats, commercial, future passenger and possible relocation of fuel storage plus internal circulation issues.

The comprehensive plan’s scope includes determination of parcel and roadway dimensions and boundaries; provision of topographic surveys; research and documentation of the maritime users’ operations; forecasts of cargo volumes; analyses of berthing requirements; development of terminal acreage requirements and terminal layouts; issues management, community and stakeholder involvement; compliance with environmental justice requirements; facilitation of plenary sessions; conflict resolution; estimation of design, construction, maintenance and operational costs; oversight of sub-consultant efforts; environmental analyses in accordance with HRS Chapter 343 and NEPA; environmental site assessments and characterization.
