Kapi‘olani Street Extension

Preparation of the environmental assessment, researching and obtaining permits, developing preliminary and final engineering plans, specifications, estimates and reports were all part of SSFM’s planning and design services for the approximately 1 mile extension of Kapiolani Street, from Lanikãula Street to Mohouli Street in Hilo.

SSFM provided reports including a traffic impact assessment to determine intersection geometry and required capacity, hydraulic and hydrologic reports to determine on and off-site drainage requirements, analysis of the 100 year flood elevation for the Waiākea Stream, and a preliminary engineering report to determine civil, structural, electrical, traffic signal, and landscaping design criteria.

Project construction includes a new road with two travel lanes, a raised, landscaped median with left turn lanes at intersections, concrete curbs and gutters, sidewalks, bike lanes, a concrete bridge across Waiākea Stream, drain inlets, culverts, street lighting, retaining walls, landscaping, utility relocation, roadway widening to accommodate new left turn lanes and channelization, traffic signals, crosswalks, ADA curb ramps, street lighting, grade adjustment walls, property and driveway tie-ins, and other related improvements. Best management practices reduces storm water runoff storm water runoff and includes an on-site detention basin sized to accommodate 50 year design storms, and injection wells to infiltrate storm water from the roadway surface.

Project management included stakeholder coordination with public and private utilities, the University, as well as County, State and Federal agencies. SSFM managed and staffed two public informational meetings to engage the community and solicit input on the design and impacts to adjacent facilities.
